Halve and soak dried chilies in hot water for 20 minutes.

Place the chilies in a blender jar. Add garlic, tomato paste, lemon juice, olive oil, ground spices, salt and sugar.
Blend everything into a smooth paste. You can add some of the water used to soak the chilies. (Strian the water to discard the seeds.)

Take yogurt in a large bowl. Add harissa paste, tahini, honey and salt. Whisk until well incorporated.
